The City of Palm Beach Gardens qualifies to contract directly with the U.S. Department of Housing and Urban Development (HUD) for federal funding under the Community Development Block Grant (CDBG) program. The program provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing and suitable living environment, and by expanding economic opportunities, principally for low-and moderate-income persons.
The City's Owner-Occupied Residential Rehabilitation Assistance Program is funded by the Community Development Block Grant (CDBG). The Owner-Occupied Residential Rehabilitation Assistance Program will provide home repair assistance in the form of a 0% interest deferred payment loan for exterior home hardening, such as roof repairs, replacement of exterior windows and doors, and exterior accessibility. The program is available to low-to moderate-income single-family homeowners, per HUD guidelines, on a "first-eligible, first-served" basis.
Owners must occupy the residence as their primary residence to be eligible. Households must meet gross annual incomes not exceeding 80% Area Median Income (AMI) limits established by the U.S. Department of Housing & Urban Development (HUD) for the jurisdiction of Palm Beach County, FL. The applicable low-income limits for determining program eligibility are published by HUD in the federal register and are updated annually.

At the end of each Fiscal Year (FY), the City must also prepare a Consolidated Annual Performance Evaluation Report (CAPER). This report must be submitted to HUD within 90 days after the close of the program year and includes information on the programmatic accomplishments under various grant programs. The CAPER also contains information relevant to the households assisted (including income, racial and ethnic composition), actions taken to further fair housing, and how the jurisdiction’s actions and performance align with the City’s overall strategic plan.

Annual Action Plan
The City is required to submit its Annual Action Plan to the US Department of Housing and Urban Development at the end of each Fiscal Year. The Fourth Year Annual Action Plan was discussed and adopted by the City Council on Thursday, August 2, 2018 at its regular City Council meeting. Please see FY 2018-2019 Annual Action Plan below:

The Community Development Block Grant (CDBG) program is sponsored by the U.S. Department of Housing and Urban Development (HUD). As an eligible community, as defined by HUD, the City of Palm Beach Gardens may receive funds annually to carry out CDBG eligible activities. The City will direct these funds for various projects designed to meet the needs of low to moderate income (LMI) persons.
To receive its annual CDBG entitlement grant, a grantee must develop and submit to HUD its 5 - Year Consolidated Plan, which is a jurisdiction's comprehensive planning document and application for funding for the CDBG Community Planning and Development formula grant programs. In its Consolidated Plan, the jurisdiction must identify its goals for these programs, as well as housing programs.
In addition to the Consolidated Plan, the City is also required to generate an Annual Action Plans for the CDBG funds and conduct an Analysis of Impediments to Fair Housing Choice.

Rehabilitation does NOT include:
- Creation of a second housing unit attached to a primary unit;
- Installation of any luxury items, such as a swimming pool;
- Costs of equipment, furnishings, or other personal property not an integral structural fixture such as a window air conditioner or a washer or dryer; or
- Labor costs for homeowners to rehabilitate their own property.
The application to apply for the City's Residential Rehabilitation Assistance Program is listed below in English and Spanish. All documents must be submitted in person at City Hall, 10500 North Military Trail, Palm Beach Gardens, FL 33410 and both Parts 1, 2, and acknowledgement of receipt for the Lead Based Paint pamphlet must be completed and signed appropriately in order to be considered for the program:
